As earlier announced, SCT (Single Customs Territory) has become 100% mandatory for all imports into Uganda from July 1st.
Attached a procedure we have received from URA on how to approach this. Even a cursory glance reveals that this involves a lot of steps, our initial experience has revealed clearance times can considerably increase compared to before.
As stated before, we believe the concept of SCT is a good one but the initial implementation is promising difficult and tedious. Hence we ask our clients for understanding on any additional time and (at times) cost this might incur, as we hope the procedure will be streamlined and benefit the end client.
In the same line, imports into Tanzania from Mombasa (for Northern Tanzania mostly) are also compulsory under SCT and the initial experiences reveal the same problem, with clearance times going as high as several weeks, mostly due to issues of manifest comparison and steps to obtain a code named BT number to enable electronic tracking.
Likewise we ask for your understanding as this is a step we all have to go through and it is mandatory for all imports/agents to follow the new system.
